Rafael Gomez, Senior Health Care Consultant
Rafael Gomez is a health care consultant who brings with him a breadth of experience working within the health care safety net. Rafael provides program development, strategic planning and analysis, policy evaluation and operations planning support to a wide range of safety-net health care stakeholders, including community clinics and health centers, managed care organizations, foundations and county agencies, among others.
Prior to joining Pacific Health Consulting Group, he served as the Executive Director of a Federally Qualified Health Center and was responsible for a significant financial turnaround and operational improvement at the health center. As a planner and program manager at the San Francisco Health Plan, he supported several health plan community partnerships, including the establishment of a specialty care electronic referral program and the development, implementation and operations of the ground-breaking Healthy San Francisco program for the uninsured. Rafael has also served as a program officer at the California HealthCare Foundation, FQHC board member, regional clinic consortia officer, and commissioner of a county organized health system.
Rafael has a Masters of Public Policy from the Goldman School of Public Policy at Berkeley, and a B.A. in Politics and Government from the University of Puget Sound.
