Rafael Gomez, Health Care Consultant
Rafael Gomez is a healthcare consultant who brings with him a breadth of experience working within the healthcare safety net. Rafael provides program development, strategic planning and analysis, policy evaluation and operations planning support to a wide range of safety-net healthcare stakeholders, including community clinics, managed care organizations, foundations and county agencies, among others.
Prior to joining Pacific Health Consulting Group, he served as the Executive Director of a Federally Qualified Health Center and was responsible for a significant financial turnaround and operational improvement at the health center. As a planner and program manager at the San Francisco Health Plan, he supported several health plan community partnerships, including the establishment of a specialty care electronic referral program and the development, implementation and operations of the ground-breaking Healthy San Francisco program for the uninsured. Rafael has also served as a program officer at the California HealthCare Foundation, FQHC board member, regional clinic consortia officer, and commissioner of a county organized health system.
Rafael has a Masters of Public Policy from the Goldman School of Public Policy at Berkeley, and a B.A. in Politics and Government from the University of Puget Sound.
